I think that the server could charge around 1-3mil for this service and some people would pay it without problems. There’s not even a point for suggesting this. You can de facto rename towns already by moving the town you want to rename elsewhere and then buying a new town with the new name in the previous location.
Unfortunately my stance on Town Renames remains the same. Its a massive logistic issue, you have to consider town app paper trails, contracts, member/ownership of non-official members, plots and anything else related to town names. As @OConner1279 stated above, town moves are an option if you really need a region with a new name.
