Town renames have always been a 'no'. I am sure there is a valid reason why, maybe @ClarinetPhoenix can advise?

The thread I linked above has ~20 previous identical suggestions linked in a comment. You're welcome to scroll through all of those threads to find the historic reasons why this has been denied so many times, but it basically boils down to being a huge pain in the ass for staff to have to deal with, and it makes it difficult to keep specific applications tied to the actual town. Something I've commented on a past suggestion: "Basically any reference to the former name of a town would be extremely difficult to keep track of, things like LWC removals, grief reports, any reference would be very hard to track to the new town name." On the same thread, Revan posted, "In order to rename a town, it has to be deleted and placed again. This means 1: These apps would be SA+ only. 2: All town members would be removed in an instant so there would need to be severe regulations. 3: All plots would also need to be wiped out in an instant. What does that mean?" Andrew has commented previously, "Will never happen due to indexing reasons." I'm just waiting here for Andrew to come along and post something along the lines of "Has it been a month already? Oh shit, yeah it has. Was wondering when the next name change suggestion would appear lol. Anyways, denied of course." Sorry man, just be more careful next time when you post your application.
I'm just gonna point out that everyone said the same thing about username changes before we implemented them and it was fine, we were always able to track people with their forum account. Since contracts, lwcs, grief reports, applications, pretty much everywhere already require links to the original town application, it's not like there would be confusion, we still have town apps as a source of truth. We even already edit them for transfers and claims. We also already allow town moves which have the same region deletion implications that you pointed out. If the reason is "Andrew and Clar say no", that's cool, and we can own that. We shouldn't point at actual non-issues, though.
Seriously guys we were on a roll this time around. Lasted 9 months, you guys couldn't wait 3 more to make it a year apart since the last time it was suggested. Let's aim for March 2024 for the repeat please lol.
