I know a lot of players have left the server lately due to being scammed, and I hate that there is really nothing we can do without putting a ton of money into the economy. So I have thought up what I think would be a good solution.

Suggestion: Use lotto taxes to pay back scammed players
Reason: To help keep players on the server
Any Other Information: I propose that at least once a week, we raise the lotto tax from 15% to 20%. Then Physicistsmom will hold a crazy lotto. After the lotto, I suggest we give half of the tax (10% of payments) to a recently scammed player. This way we are still taking money out of the economy, but we are also helping someone in the process. Perhaps we could also give the winner of the crazy lotto a special forum medal, perhaps a "charity medal." Another option would be to raise lotto tax for one whole day each week to 20% instead of 15% and then give either 5% or 10% to a recently scammed player. This would be if Phys is not available to hold a crazy lotto.
And/or, we could add a charity application to the forums, to purchase the "charity medal" and give the money generated from the applications to recently scammed players. This way, no money is being added to the economy, so it stays stable, but we can still help scam victims and show that our players really do care about each other with a special forum medal. Maybe this application could be 100k? We'd have to discuss a fair price, I think.

Scamming although is bad, is taken out of the economy. Time and time again have we seen these suggestions and they get shot down in a heartbeat. There's a chance this will be added, but the cons surrounding them are too many. -

The risk of being scammed out of my money is the one reason I refuse to give loans out. Its just too much for me to loan out my money, thinking I'll never see it again, or ever get anything in return. If there was a small compensation for being scammed it would be cool. I see too many hard-working well-meaning players lose their cash to people who don't want to follow the rules. Its not exactly fair. I hope this solution could be made to work. :D -
We would be unable to pay back every scam, that would be impossible. But even if we can just help 1 or 2 people a week, I don't think it would hurt the economy. And it would encourage more players to stay on the server.

It kinda is sad for players who don't get the money or have been scammed in the past, for example, I've been scammed over 2mil ecd, but this was accumulated over 6 months. I'm not asking for money, I understand I made the choices but it might cause some conflict between players.
However, I think it's a good idea and I'm glad something like this is happening.-

I really like the charity medal. I hope this is implemented! There really isn't a downside, and only improves the server. In addition, those that help people are given a little bit of respect for their actions. However, there should be a minimum so that everybody does not have this medal.

I like the ideas behind it but to figure out my stance on this I have a two main questions.
1. What if the scammer appeals?
2. How will the people that are given back money be chosen if we don't choose all?
Also, one of your ideas is to raise lotto tax for a day and then payback the scammed user 5-10%. If a player is scammed 1 mil and is decides he is going to quit, I honestly don't think that 50k-100k is going to change his mind.
Personally, I think that we should only give refunds to players that made smart loans. If a player loans 800k to a VIP ecoleader and is scammed, I would feel that they deserve money for making a smart loan but just had bad luck. However, if a player loans 50k to a brand new builder, I would not think that they would deserve the money back, because they made a dumb decision in loaning.
One last thing that I thought of as I was typing this: Maybe we could only refund players that were scammed in payment plans/donation feature purchases/item trading/etc. (not loaning). This would keep the loaning business from being affected as well as paying back player that were scammed on the spot, like in a feature purchase. I personally think of loaning as a game, like lotto. When you are scammed, its just part of the game. I think of donation feature purchasing and item trading differently though. Donation feature and item scams are always intentional, unlike loans. I personally don't think that there should have to be a risk when you are purchasing donation features and items but there should be a risk in loaning. -
