I have been able to notice some after effects when I move out of a chunk and into the next. I have been able to see pumpkins pop up and wheat grow even though I have moved to the next chunk. i don't think it stays active for all that long after you move out of it but it does for a short bit.

As for your rail, I would think that a moderate speed equal over all chunks would be better since I don't know how long it takes for the client/server to update the chunk as you enter and for crops to grow. It might be instant but if it takes 2 secs for crops to "activate" once you enter you could be zipping right onto the next before that happens.

Based on this thread, I started a single chunk (16x16) wheat farm with redstone lamps. presently mining out level 4 (started at bedrock)

Just an experience I had: put the light switch high. I had replanted an entire floor...then accidently triggered the light lever while planting the last 5 spots. killed every plant...and no seeds :(

I've done this, both for the reason you suggested and also because at anything even approaching max rail speed I was getting kicked left and right for moving too fast. Even if it's actually better to load as many chunks as possible, the server won't let you reap any benefits ;)

    @ rail speeds

I personally like slower rails since you spend more time in each individual chunk and not fly through them. Also as RockDassie pointed out, you can get kicked for moving too fast.

But honestly, half the idea behind this thread is to avoid rails at all costs. As stated before, afk doesn't earn you money. So the more time spent afk is more time lost farming and putting money in your blocket. :D

I also prefer to stack enough levels so as to not need an AFK rail, but when growing reeds on a large scale that entails a lot of work due to the low regrowth speed. That said, I only use my rail personally and rarely hire for it. It's nice to know that when eating dinner or going to work/sleep, I'm still being productive (if only by a tiny bit!).

To both answer my own question more fully and agree with Tkick, it seems a slow rail is much better. I greatly decreased my rail speeds and not only do I never get kicked, the reeds are responding better as well. I'll eventually snake the rail such that I spend a significant amount of time in each chunk. As it stands while farming at speed 2.5x on a multi-chunk farm, I'm too fast to fully regrow reeds even on a 32 level farm.

If anyone needs help figuring out an alternative way to auto-wheat farm (water) I have a built 200x200 shell, and I am currently working on a multifloor auto-wheat farm, if you want 2 see how it's done, ask for a tp ingame ; )
