Because that's the rule.
In all seriousness, they probably chose that number because it's a bit more than the number of shops currently rented... ask Jamie though,

So my design, which is based off of Kuke's idea, has one part which is repeated several times, do you want me to build and benchmark each one, or is once enough?
Edit: Design change, Thanks though @RyanBlocks2 -

Ideally, the player shop market should encourage active user run shops. When there are fewer availabe shops, when supply is low, it incentives players to acquire the shop plots and hoard them, regardless of whether they are active or not. Increasing the supply of the shops themselves could function as a disincentive for this hoarding behavior, which frees up space for people who actually want to run a business.

Yeah I won't be able to get mine in
Although I'm wondering why we couldn't have the contest delayed, it's not like we've been waiting years for another market Anyways, what's another few weeks...
Good luck to all entrants-

EDIT: Just want to note that your design contains 64 shops. The minimum is 72. You should probably fix that.-

Also, I'd like to point out that my design is the only one currently following all of the design rules - I suggest that any competitor ensures that they follow them. @0524 @a18greek18 @Mendiboi I strongly suggest you read through the rules (in particular Number 2) so that we can have multiple choices for designs rather than just mine. Because otherwise, it wouldn't be a competition, would it? :)

I'd really think that we could extend the contest since really in an economy server the server marketplace should be like the biggest deal and we've waited so long as it is, I'd really prefer that some of the excellent builders on here have a proper amount of time to design their entries. If I didn't respect a certain developer so much I might accuse him of being salty that the one in progress was dogged on so much and that that is why he's closing the competition so soon ;) But like I said, the high esteem I hold him in wouldn't allow me to actually assert such a thing :p

Market Design 1:
Pictures of the entire market
This one is meant to be a mix of both efficient and aesthetic. There are the main 8 spawn shops which correlate with the current 8 front row shops, then paths take you out far enough where the main shops arn't rendered. The Quartz flooring represents the available area for the shop owners. Then the shops get branched out one more time making a total of 80 shops within this market, plans are still put into place if expansion was needed. Each section is color coded based on the current market colors. Each shop is placed on the chunk grid, and each shop being 1/2 a chunk. Sizes would be then be assigned by height depending on first row, second row, ect. There are detailed paths available leading to each market module, but of course still a warp sign directory easily showing how the modules work and branch out. Please use the screenshots as references for all parts.
==================================================================================================================
Market Design 2:
Pictures of the main market area (1st row shops/spawn)
Pictures of the mass produced modules (every other shop module)
This design is basically what kuke drew up, built. It's less time put into it but simple. Each module has 4 shops, and each column of modules has a color assigned to it, then a number 1-4. The main area does have 8 shops to balance the current 8 first row shops. Each shop is 3/4 a chunk aligned with the chunk grid. The Quartz flooring represents the available area for the shop owners. No paths or anything like that, but each module has a directory of its own to go from one module to another, and its own portal. In each module is a "Main Shop" shown with valuable blocks related to that color on the floor in front of it (redstone for red, gold for yellow, ect.) where users would face when spawning in that specific module. Since there are 8 second row and 8 third rows, these would replace those because of the 16 modules found. Please use the screenshots as references.-

*Cries*
Also... just to confirm, the shops do conform with chunks, right?
And I'll say it again, people seriously need to read rule number 2.
Anyway, I don't think I really need to elaborate - Number 1 is an excellent design. Not only will it be presumably lag-free (mine, while compact, would likely cause a crapload of lag), but it will also bring a beautiful design to the market that, as oootopia said, fits perfectly with the hub. It's between your design and Mendi's at this point. I cannot wait to see his, and see how it stacks up to yours. Good luck!-
