This is indeed a problem. If you need a test location at /warp heaven I have multiple wither roses some are close to the warp location
The invincibility flag I am finding actually works fine for players. You need to leave the town and come back for it to apply to you in the region, if you add it while standing in the region it won't apply until you re-enter the region. Same with removing the flag, it doesn't apply until you re-enter the region. It has always behaved this way. I am however finding that wither rose damage is applying to mobs with both invincible and damage-animals flags enabled when the mob is already inside the region.
According to this message, I'll be bypassing this report as not an issue. Regarding the animals, we'll report this to the developer of the plugin, but doubt much can be done on our end.
I revisited this bug report today after I had a couple questions in my mind. After experimenting and comparing results with the documentation on flags. https://worldguard.enginehub.org/en/latest/regions/flags/ Invincibility indicates it applies to players, no indication of mob protection. Damage-animals flag protects mobs against player killing but there is no indication it protects from environmental damage, such as wither-rose, lava, fire and fall damage etc. Our wiki on TownControl and TownControlPlus states the same data. So upon further investigation this is intended for damage-animals. Invincibility flag is working as it always has for players.
