    Thread Title: More freedom to place Town-Town portals

    Suggestion: When a president has two separate towns, and they want to connect them, it's easy. All he has to do is file an app and spend 50k. Then, hey presto! A Town-town portal magically appears! The only requirement is that he must be the original owner of both of the towns. But therein lies the problem. If a mayor has a town they own and a town he bought and he wants a Town-Town portal , they cannot apply. This is because the Town-Town portal features are largely geared towards presidents with only towns they applied for. But this is not the case. Studies show that 10% of Mayors own a town they are not the original owners of. Now, for these mayors, they are not allowed to link their towns via portal, which is why town-town portals should be able to be given to any user who is owner of both towns, regardless of whether or not they are the original owner. Now, some of you may think that co-mayors could exploit this. However, there is a simple way to do this: have some proof of transaction in the application, meaning that whoever applies must have some sort of evidence that they bought the town from the previous owner.
    Reason: This is to help promote town trade and make people's lives easier.
    Other Information: Another idea is to have permission for the original owner.

    I'm going to have to say no to this one.

    Some towns change hands multiple times, and would be too difficult to keep 100% track of the towns owners.

    I would love the idea of doing this, but the reason it isn't able to, is because it would simply not encourage users to buy president/extra towns. This would also discourage players from getting Tycoon+ for town claims, that would make them the original owner of the town.

    Towns you have "bought" are not recognized. This is purely a player honored system. Any town that you have "bought" from another player can be taken back by that player at any time as they are still the original owner. The only "owner" in andrew's eyes.

    So applying for anything, when you are not the owner (bought the town) is against policy. This would lead to co-mayors applying for things that other co-mayors may not want, among other issues. Andrew and the staff do not have time, nor the desire, to regulate this.

    Only the owner can apply for things, and to be the owner, you must have applied for the town, or claimed it.

    I was actually talking to a mod on this yesterday, and that I could not apply for a portal if the town wasn't mine originally. I found another solution(my third one, rip), but it makes it hard not to place a portal in a town you own but not completely at the same time.
    Then again, it can cause issues on the ownership if not everyone had come to a full agreement of the portal placement. It discourages the use of ecd to rank up to tycoon, or buy a town claim to get a warp.
