Although I do not mind if it is public or private I cannot understand why it shouldn't be public. I mean it is a survey! It's impossible that someone trolls or disrespect a mod there. I mean there's not going to be a question like "Do you think that he/she is [inset insult here]?" I would be like a mark over 10 (that's at least what I imagined) Something like: Is he/she helpful?: 1-10
Anyway I think mods are overprotected, they deserve the same respect as any other player.

There is a danger here in that you may get people filling this in having never had any dealings with staff. Quite often in, say customer service you get invited to answer a survey on how the person dealt with you, after the fact. If this were simply a comments form open to all at any time how do you keep it relevant to actual interactions with staff? And if public, as others mentioned everyone will jump in with a negative comment whether or not they have any knowledge of any situation.
There are also timezone issues - i'm thinking say really good staff members keeping watch when most of us are asleep would never get any feedback. Taken as a whole, they appear to be doing little of note which won't be fair.
You also need to be careful of statistics - say there are only a few comments in one month and hundreds in another, the baseline gets skewed.
So careful thought is needed...-

Even if we can't get staff feedback, it'd be really nice if our staff complaints were acted upon or if nothing happens, we get a reply. Only one of at least 10 staff complaints on here ever got action and in that case it was just a talk needed.

I honestly don't see where this stigma on staff complaints just being ignored comes from - I respond to each one personally and handle it to the best of my judgement. Perhaps more times discussions happen than actual demotions, but I don't see the value in just demoting and not trying to find out why things happen first (is this a bad judgement call? Was staff policy improper for this circumstance? etc etc).
As far as staff feedback you can always send, well, anyone on staff a forum PM - of course my inbox is always open for any discussion regarding policy, etc. If, however, you'd like a form only visible to administration, I'm sure I can arrange that. Just really a matter of what to ask, how to ask it, and where to put it.
Contrary to what seems to be the popular opinion sometimes, we do value input and I try my hardest to do the best for this community.-

Perhaps a small jail cell in the spawn (since there really is no way to create stocks (en.wikipedia.org/wiki/Stocks ) on the server. Or perhaps a public stoning would be in order?-

It's because I've never seen anything actually done. From all of the staff complaints that I've ever filed, it usually gets looked at once and I don't get a response -- at least when I sent them a couple months ago.
From the staff complaints that I've seen filed, I've rarely seen a change in behavior from the staff member. -

I'd be much more inclined to vocal my opinions in private than in public and making it public would just cause flame wars and drama. Not to mention, I'd thin many users (including me) wouldn't participate in the fear of hurting a staff members feelings. Not to mention, it's very possible that if a player gives negative feedback about a particular staff member, that the said staff member might "target" the player who did so.
It's much better in private. -

We should keep the same concept of what we have no with staff complaints, along with a public survery, where we vote anonymously for how they have done at the end of each staffing season. This way our voices are heard, while still not being 'public'. -
Another thing I want to say is that no one thinks about the feelings of the people when complaints on them are public. It seems like when you become mod you have to be taken care after, instead of care about players.
