Since experience and enchanting has developed into a huge part of minecraft, i have the suggestion of adding spawners as placeable, or selling them in the server store for X amount of dollars. The Price i am not sure about, maybe ranging from 10k-100k, but i believe the sale of spawners can help the economy greatly. If the selling of spawners is to much, at least let us be able to silk touch mine them, and be able to place them and have mobs spawn also.
That is my suggestion:)

We have had a while where you could gather up spawners (even though it was because of a bug)
there was a way to duplicate the spawners and placement was disabled and anyone online with a spawner had to throw it in lava. -
This is a great idea. 100k for one spawner wouldn't do much to the economy exp wise. Also, this would provide a job for people who like to kill mobs. They can get a spawner after a while, then sell exp to other users who don't go out and get exp themselves.

Mob spawners, user placed and not, do not give you MCMMO experience.
There doesn't need to be an easy way to get normal experience. Besides, they would have to be extremely expensive. It wouldn't be worth it in the long run. Not hard to find spawners in the real world, or Nether (once it is regenerated.) -
Exactly, extremely expensive. 100k is fine. It makes them POSSIBLE to be obtained
and placed wherever you want. Because otherwise, even if you find them, you won't be able to move them :/
Perhaps implementing the ability to move them? I have seen this feature on a past server with a plugin
where you can pick up spawners and move them. -

With the addition to turn mob spawning on in your town, perhaps it could be a president/mayor application type thing? You set the location and Andrew places it in the town for you. Cost would rise for each additional spawner, same as with towns. Having an un-griefable mob spawner in your town would be great, not just for exp farming, but for inside pvp zones as well.

Its basically handing you the idea of automatic farms on a silverplate. This is going to kill the value of experience, fortune picks, thus reducing price of diamonds.

Automatic farms = ILLEGAL.
And, about making them 100k, the price some people CAN'T afford.
The whole reason Crypt even made the suggestion was for people who accidentally break spawners...

Automatic farms are against the rules, and if you tried to make one, Andrew knows exactly what you're trying to do.
With my idea, Andrew has to go to the place where you want the spawner to be, and if he see's you building an automatic mob killer, what do you think he will do lol.
I know where tons of spawner's are in the wild, and even know of 3 zombie ones within 15 cells of each other. Being able to buy spawners and place where you want just makes it tidier.
EDIT: An added benefit of my idea, is that Andrew knows exactly who is buying the spawner's, can make a note, and then visit the town every week or so. Or have a mod do it for him. -
to make an auto farm and get banned? lols.
Edit: I can propose 3 things:
1. At a certain rank, be able to destroy and place mob spawners (there is a plugin for this i believe)
2. Have a fee to move monster spawners and have it done for you
3. Have all ranks able to move them
