If I understood you correctly, you want the town cost only 75 and the other 10k being used to pay your workers.

That's like: make it 75k, not 85k, I need 10k for paying someone.

It's exactly like this, how you present it.

If you want people to participate in your town, set up a contract with payment ect. And then it will go its way. But like you wrote it its like written above. Reduce it by 10k, so I can pay someone with it...

Here’s a better idea using the method you stated: let’s make mayor apps 95k, so the 10k can go towards the builders.

 

No, we're not going to revamp the entire towns system, add even more administrative work to the process and get rid of a gigantic money dump just so you and your friends can be effectively able to obtain towns for free.

I'm sure you guys are creative enough to think of and suggest better ideas to stimulate the town improvement market that don't involve destroying the entire towns/rank-up system along with the economy. :p
