I don't understand how you mods can't see that he is going to continue to do this over and over and for some reason nobody wishes to stop him. He's done this before and he'll do it again.
Mayfield, as Skylexia was the one that gave Icondigi his town back after his ban, I will let her handle this. Please be patient for her response, and leave irrelevant posts off this thread. Furthermore the staff team is well aware of past complaints made against Icon and have addressed his behavior in game. He has served an extended ban, and has repaid his debts. Like I said, please be patient for her response.
Icon messaged me with a valid request for his town back with a purpose of the town in mind. As he is the applicant mayor, he is allowed to request his town back, the returning of such assessed on a case by case basis. Town transfers will never be within the rules, and you take the risk, in buying a town from another user and not simply applying for one yourself, of losing access to it at a later time. Locked.
