Suggestion:
A change to the rules about zoning laws. At the moment even if a mayor is inactive their town takes up a 100 by 100 - 200 by 200 area. This is leaving less and less place for future mayors. If you want to place a town within 15 blocks of another town you have to have the consent of the mayor. With this suggestion if a mayor is inactive you may put your town within 15 blocks without their consent.
Reason:
There being less and less place this will give a bit more place for towns. This won't achieve a lot but its a start to the fix of this problem.
Any Other Information:
If a town is bought off another player, the player that has owner ship of the town is the owner. Therefore if you have evidence of you buying said town and having full owner ship, the old owner being inactive will not mean people may place towns within 15 blocks of your town.

I must say, I agree that if a mayor is inactive and thus unable to give consent (or for that matter deny consent) then the consent should be assumed as given and the town should be placeable.
