    No, this is only for Town Regenerations.
    That means your town will be regenerated in its entirety - much like the mining world and nether get regenerated.

    So just to confirm, there's no way to regenerate a town with a maximum height of y=4, essentially world-editing down to bedrock? That would be really useful.

    I imagine the selection would be the entire column from bedrock to sky, over your entire town. Anything and everything within the confines of your town will be regenerated.
