    When I buy a place, and the town owner has me add or remove a block to claim it, what is going on?

    I need to know for when I open my town.

    They are probably making sure you were successfully added to the town and have permission to build.

    I thought it was a zoning thing to prevent players from mining other houses. But I couldn't find anything that confirmed my theory.

    Your town owner is just checking to make sure you can build in your plot.
