I took this list off our wiki. When you become resident you get.
- Access to all Resident commands.
- Access to create your own clans/teams as well as join them using McMMO!
- Access to set bounties on others with the "/bounty new <username> <amount>" command!
- Increase in LWC limits from 15 -> 100.
- Shiny green [Resident] tag in our server
- Access to the Resident group in our forum.
- Access to the Residents only forum discussion section.
- Access to talk in the Shout Box on the forum homepage.
- Ability to add and remove members from a region if you are chosen as an assistant owner by the Mayor of your town!
- Ability to create your very own Stores/Businesses/Shopping Malls/Trade Centers... ect! Instructions
- Ability to rent out a spawn trade-shop for extra traffic to your stores! Application!
- You receive access to post in our Resident applications forum
- (Purchase a town and become Mayor!)

The Resident title is basically something to say "I'm new, but I'm not a noob." As well as the fancy perks, it's a thing of prestige. Banks will loan to Residents, but not to Builders. Builders tend to illegally grief, residents do not.

Resident is more of a social thing, people listen to Residents more than Builders.

I look it as:
Builder - Anyone who is brand new to the server. Someone who is either just testing/looking around, isn't really part of the community because they have made no commitment. Someone who is new to minecraft or the server and will need some help as they may not even know the basic things everyone else is taking for granted.
Resident - Someone who has been here long enough to make the commitment and give up some of their hard earned ECC dollars to say "I plan on being here awhile." Someone who has been to the website, read the server rules, and still has decided to stay. They may not know the 'in/outs' of who's who and what's what, but they have put forward a first step to be part of the group.
This is really the guideline I follow. I tend to try to help builders to show how friendly our server can be and nudge them into wanting to join instead of 'looking around'. I do not hold anything against a builder that isn't malicious because they simply may not know better. This may be their first time on ECC. I tend to help residents because they have shown that they have a vested interest in staying and help growing the community. I hold them a little more accountable for their actions since they have supposedly 'read the rules'.
These aren't exact descriptions, but I hope I have conveyed how I view the players with those ranks. If a builder gets offended becuase I treat him/her as a newbie, then they have to understand that without that $15k investment, I really have to question their commitment to the community.
