i think mayor or president because yes you need stuff to make an awesome town and thats alot of money and you need money for president/tycoon and ecoleader or for donations and star tools as a mayor its hard to get money when you dont have anything because you just got mayor and you can sell plots cause you have no dirt or you dont have any tools to clear it because you sold it all to get mayor and president you need money for your town and for star tools like melon swords and eft 7s to make it not as hard to make a town cause with eff 7 you can clear stone out of your town or make alot of money by mining with a melon sword you can farm or rent it and that makes alot of money too. so i think that the give away should be for mayors and presidents.
