Brief Description:
I was mining some melon in my underground farm and went to cross over a lily pad to the next line when it glitched me to the block I was just on.
Instructions:
Just walk from a tilled dirt (maybe one with seeds on it) to a lily pad in water
How many times did you recreate this bug?:
It happened everytime. Even tried it on other levels with different crops, which yielded the same evidence. Oddly enough, breaking the lily pad or jumping on it from the tilled dirt does not yield the glitch.
Result:
Just would not allow me to progress forward. Similarly to a glitched block that was mined too fast.
Expected Result:

It is too late for me to make a video showing what happened, but feel free to tp to my farm to recreate it yourself (13156, 42, -5419, Legacy)

I've had the lily pad bug every single time I've stepped on one also, the way I fix it is just by breaking it, then replacing it.
As simple as that, hopefully this will help you.-

Is the environment where you walk only 2 blocks high? What version of minecraft are you playing with? I'll dare a wild guess: maybe the lily pad's height doesn't allow you to stand on it. When something like this happens, usually you just can't walk over there, period; however, maybe lilipads were changed in one of the last updates, so your (older?) client assumes you can walk over it, while the server denies it.
I acknowledge my hypothesis rests on numerous assumptions, as I said: just a wild guess. -
My farm is three normal blocks high and I tested this in a single player map with the same version as ECC (1.10) and it worked as it should of.

This has happened to me on other servers before. It happened to me every time I stepped on a lilypad or crops of any kind, which seems to be your issue. I think it might be a problem with your minecraft version/files? My issue stopped happening when I re-downloaded minecraft a long time ago. If you do attempt to do this, make sure you have all your worlds/macros (if you have any) backed up!

I have had this happen to me, too. There are some lilypads at /warp Concordia, and when I step on them from the brick slabs, they set me back to the previous block. It happens 100% of the time.
