Result: I continued to have the VoteReminder message pop up in my chat.
Expected Result: The VoteReminder message should have turned off since I had just voted.

I haven't had this issue... Had the server gone down for updates/maintenance? Vote Reminder sometimes gets reset, even if you have voted.

Yeah, vote reminders must get reset when the server goes down because that's the only time I ever notice it.

I had the same issue last night. I voted, as the reminder was there, and 10 minutes later the reminder was back again. This was prior to the restart not as a result of the restart.
