Brief Description:
The change allowing the use of colors previously reserved for staff (&3, &c, &4, &9) does not apply to the VMR Patron permission set. I imply that Patrons should be able to use these colors in VMR because they can in Skyblock (not just exclusive to NicknamePlus in Main City).

EDIT: Also applies for Lobby
