Brief Description:
Builders/Residents/Mayors/Presidents without multi-home can't use /delhome for their new named homes.

Instructions:
/sethome <name> a home on an account without multihome
Try to delete the home with /delhome <name>
Get access denied

How many times did you recreate this?:
I tested this on my alt Ediouseig and asked a couple of Mayors/Residents without features to see if they could use the command.

Result:
Access is denied to the command.

Expected Result:
Now that users can have up to five homes before Multi-home depending on their rank they should be able to delete them as needed with the command.
One could simply say they can move a home with /sethome <name> with an existing home but it doesn't help a user if they wish to rename a home or delete it completely.

I can confirm via Ediouseig that /delhome works now.
