Thank you for reporting this outragedzombie. However there's a few issues I'm seeing with this complaint. To begin with, the evidence in it is improper. Had you supplied links instead of screenshots, there'd be something to work with (they're cropped/could be easily edited). Secondly, this issue is 10 months old. I am not able to handle complaints that are that old. Thirdly, as _TANSTAAFL said, 12345chris54321 would have needed to file the complaint, as the money would be owed to him. I did research the complaints and ban appeals related to this topic. What I found was this:

• Shotgunboy0130 would owe the money as per this appeal.
  • He was unbanned Sep 8th, 2013.
    • Shotgunboy0130 owed $100k to 12345chris54321 in exchange for being unbanned.
• 12345chris54321 was banned on October 22, 2013 and has not appealed since.
  • With this user being banned, they have no way of collecting the money.
    • With this user not being able to collect the money, there's no way Shotgunboy0130 can pay them - as no other instructions were given on how to pay it back. (though in the appeal Shotgunboy0130 said that he'd pay you back, he was told to pay it back to 12345chris54321).
• It is possible that the situation had already been handled/paid back by Shotgunboy0130 to the rightful owner in the correct amount of time after all.

Please, when you file complaints, use sufficient evidence (uncropped and recent). Also, be sure to allow the person who didn't receive the money to file the complaint as in the end they may have worked out a private deal to extend the given amount of time or allowed forgiveness of the debt.
