This user did three things 1: he stole my horse 2: he stole my saddle 3: he trapped me in his house. So what happened is i was riding my horse and he put a lead on it and dragged it into his house. Then in an attempt to rescue him he trapped me and my stuff in his house. Then he said he will give the horse back for 15k.Evidence:

Your link evidence is broken, and and since horse thefts are not illegal even though it is very rude and immature there is nothing that can be done.
