Selling apartments in a town he can not give permissions out of. Then claiming he did nothing wrong since he sold apartments to a town with a cacoa farm and not permissions to this town. Then he says he can get me permissions but I'll have to discuss it with the owner of the town which he did not once mention during the tour he gave or anywhere before the payment. After hearing that he did not own the permissions to this town I asked for a refund which he did not want to give since he was claiming that the apartment was mine, even though I couldn't do anything in it. I would say this is scamming (Like selling a cookie named diamond sword) and asked it to a mod who said it was not allowed to sell apartments to a town you don't own permissions to.Evidence:

User behaved nice to get people to trust him. Surgested he could give away permisions by saying that he wouldn't give me perms to the farm to try it until I bought an apartment (don't have screen of this).

I have also witnessed this last night. The co-Mayor of the town told them multiple times not to sell apartments until we talked to the town owner. He basically ignored us and continued selling.

I am the comayor of this town and will gladly give you perms and a way bigger apartment for a lot cheaper, contact me either in game or on forums if you are interested. Palarado was already told that he was to pack his stuff and leave the town which he refuses to do. His perms will be removed from the town in three days. I am sorry for what he did to you, this behavior is not acceptable in Cobaltium and this is not how things go. I thank you for making this incident known.

I havent broken any rules. I do not have perms to give out perms, and you didnt even let me finish the tour before you paid. The co-mayor is some reason thinking we were not allowed to sell apartments, even though the whole point of us being here was to build an apartment complex which we spoke to the mayor about on our first night. I cant give out a full refund as 1k from the 2.5k has to go to the mayor no matter any incident because it was our deal. I am more than glad to pay my 1.5k back, but as I told you before it really isn't in my power to do so.
I instructed, like I was told, to sell my apartments, and if enough trust could be given I could be maid co-mayor to give perms. Till then, I was to report to the mayor or co-mayor on sales. I have been given a hard time by the co-mayors and they are refusing to perm because they feel like their word is above connors. They have been giving tons of false reports to the mayor and in general its been making my job hell.
I didnt advertise anything which was a lie or not included. The property is yours 100%, and all I instructed for you to do was message the mayor to be given perms and to read the rules for your own sake. I didnt say "you don't own this" or "this isnt yours". I insisted that its in complete my power everything I have done and I physically can not add his perms till mayor is on.
The co-mayors have been a hassle and I hope you understand how much I have been trying to work everything out. Its hard for me to do anything for anyone when this is happening. Adam was on and could of gave perms but refused to, because he said that I shouldn't be selling apartments, when the mayor him self had us here to do the exact opposite.
The co-mayor has decided to serve an eviction under no terms we have breached, and by rules is not even allowed to do so as the mayor is only allowed. Ive invested well over 30k into this project only to be given an eviction under no terms that we have committed.
What bothers me most though, "I have also witnessed this last night." How was this event witnessed last night when you were offline, and this took place less than an hour and half ago.
In conclusion: I am happy to refund 1.5k if you are not given perms. The other 1k is to be asked by the mayor as its not HIS money by law because of our deal. If you are given perms, by policy I cant even refund my 1.5k because we have a no refund deal due to the fact everything was presented in the presentation whether that be your fault for not listening or rushing.
If an admin decides I am to pay it back, I will. Waiting on a higher ups decision. -

I understand that you have a different perspective on the term "owning". Since you keep saying that the apartment is 100% mine, eventhough I can't do anything yet. If this were true then anyone could sell plots to any town he/she would like. This is why I think we should keep the selling of plots/houses to the poeple who can actually sell them.
Also you are saying 2 kind of opposite things, one is that you did not sell anything you did not deliver. Which is basically saying that you can sell plots without permissions which I (as stated above) do not think is allowed. And the other is that the owner must give me permissions, which would surgest that the perms were included in the deal.
Claiming that you were not finished with the tour is nonsense, then why would you not have said that before the purchage or refunded my money directly after the deal was made and I asked for it. There is no way you already payed the owner 1k then.
I agree to the solution adam posted if the eviction still goed through. Otherwise I would like for an admin or moderator to look into the situation and decide wether or not the deal has been upheld by the player and if so also if this way is selling is allowed. -

Alright, I will be handling this complaint from here.
But, in order to handle this properly, I will be tagging @ConnorMarchand in order to understand what and who he has allowed to sell perms in this town. His side of the issue will shed some light as to who can sell and who cannot.
Therefore, @ConnorMarchand, is Paralado allowed to sell perms in your town?

No Palarado does not have the authority to sell permissions in my town. He was issued an eviction notice earlier today for building outside of his plot after I had warned him already.
We had originally agreed that he would build an apartment building and then proceed to sell them. He began trying to sell apartments before construction had even began which I advised him against doing. User hasn't obeyed a single rule that I have set forth for him therefore he has 3 days to remove his materials/lwc's. -

In his own response he stated that I would proceed to sell them, Like I did. The apartments were fully complete at the time of this purchase. The gentlemen had stated it him-self. -

@ConnorMarchand confirms that @Palarado did not have permission to sell things in the town, as @Palarado is not a co-mayor of this town by default he does not have permission to sell anything in the town unless agreed upon between him and the Legal/Official Owner of the town. Without proof of any sort of agreement between @ConnorMarchand and @Palarado proving that he indeed did have permission to sell something in the town we're going to assume that you did not, as you're not a co-mayor of this towen
This is where common sense comes in, if you're selling a living space in a town it should come with perms with the deal, not "pay me then talk to the mayor" especially if the Mayor has not given you co-mayor so you could carry out these deals yourself. Its not your property, nor do you have any sort of power over it. It was not right for you to sell it at all, or even to take money for yourself when you cannot complete the assumed deal.
I understand that @ConnorMarchand may have asked you to build a complex, but that doesn't give you the right to actually sell apartments to people when you, as just a member of the town can not provide the necessary perms. Also remember that yes, you may build something in the town, but ultimately it still belongs to the owner of the town and subject to their rules.
This is also why its extremely important to gather evidence of any and all agreements.
ConnorMarchand has stated that you were not allowed to sell things in his town, unless you can prove to us otherwise you're looking at a refund to @RamboJorik -
I paid for land with a warning i am selling apartments on it, and he agreed. He can vouch for that him self. -
