After a short discussion with @pcampbell1963 in-game, he told me that he was unable to find screenshots to prove the 7k was paid in the first place.

We cannot take action unless you provide evidence of payment in the complaint, so I will be dismissing this. Let this be a reminder to everyone to take screenshots whenever you do a legal transaction with another player (double-tap f2).

If @GoatsRMyLife and @RaginDevonian still want to follow through with their offers, feel free to do so. Unfortunately there is no action staff can take without the proper evidence.
