    So, I bought him Mayor in exchange for the town. I didn't set up a contract, but it explicitly states in his application that the town will be mine. It got accepted, and the town was created, but he went offline and hasn't added me. I tried contacting him on the forums but he doesn't respond.​

    GA's can only add owners to towns if the owner we're adding is the town's server-recognized owner (usually the original owner, though this can be changed with 'Town Claims' and 'Town Transfers').
