Breach of Contract​

Evidence:

User was to purchase a town with the given information after I gave him 60k to buy it. A contract was made and approved, stating that if his mayor application was denied for any reason, he was to either re-apply or return my 60k within one week of the denial. The user was banned for loan scamming and therefore could not return the 60k or re-apply.

Additional Information:

This user now owes a total of 115k, which I believe he has no intent on ever repaying on the off-chance he ever decides to appeal his current ban. That said, I would rather this user not be allowed back to the server, though I suppose that's not my decision to make.​
