Using Charcoal instead of Coal isn't going to bring the Coal back. People are just going to use whatever is most efficient/convenient -- when Coal runs low, then they'll start farming Charcoal, even without anyone giving them incentive to do so. I don't understand what this will accomplish besides letting you set up Charcoal shops in everyone's town.

If youve seen the post Some interesting numbers regarding eccthen you shall see that we don't have to worry about our coal consumption UNLESS Andrew makes coal worth 200 then we don't have to really worry about coal....
