Town transfers are not possible. You have to own the towns you paid for. Most you can do is add them as another "owner," and they "run" the town. You have to still make all applications for the town.

 

In a pres. app, couldn't I just put in Flintwood and stuff or wouldn't that not work?

Yes. o.o Any town you bought that can't be transferred to you for full ownership will be "yours," you just can't make any applications for it for flags, portals, etc

Just because he says you can, doesn't mean you can. You aren't the technical owner, and only the technical owner (the one who originally bought the town) can make an application that will get accepted. If you make an application for a town you don't technically own, it won't (or shouldn't) be accepted.

I believe it is possible to do. You will need to pay the prez fee and a 25k transfer fee on top of the second town fee as well. Just select the flintwood boarders as your new town and i believe andrew just transfers it to you. I had to do something similar when i became mayor for oasis. The previous mayor was perma banned and i didnt want the town to get wiped. Not sure if this applies here but could be an option. I would pm andrew since i think he has the final say. I was told the same when i asked a long time back.
