Yes, anywhere that won't put your town within 15 blocks from another town. Unless you have permission from the owner of that town. See the zoning laws link on the wiki page I posted.

To help you find an open area the best thing to do is look at the live map (http://mc.ecocitycraft.com:81/) and make sure you don't put your town within the 15 blocks of another town.

Or you can use a string (do [ /kit string ] to get one) and click on the ground with it to see if there is already a town there.
