@DancingDonut - Dounutville does have a town application. Sometimes what you can do is search if any LWC's have been done regarding a town, as LWC's need links to the town applications. You could also search the name of a town with the term "application".

Donutville does have a town portal, on Towns 3, Coal Quarter, Diamond Row, #15.
