    Alright, so we did just recently have a slight change to all the applications concerning placing of new towns. I will quote and highlight from the wiki. Since this is a rather recent change I'll give you a change to fix it up. Also, your town placement is currently only 14 blocks from Narwally, so you will need that original applicants permission or you need to move the town over 1 block.

    I've highlighted what is missing, also I will inform you now that you will need the /original/ owners permission for the neighboring town. You might be a listed owner, but we require the original applicant of the town to consent the placing a new town near that one.

    You need to post the application of the texastown because we need to know who the original owner is, since you will need their permission. The original owner is the person who applied for the town, it is not always the person who currently owns the town. So yes, you will need to find the app for 'texastown' and yes, the space between two towns needs to be precisely 15 or more blocks to not need zoning permissions.
