This is happening now because I've been slow on the progress pushing due to the circumstances surrounding the 1.18 map reset so I have yet to seize any towns due to lack of progress.
It is unlikely to occur now, but it has occurred due to the above.
Again, spawntowns can be claimed via inactivity and this is intended.-

I guess I just misunderstood the difference between an uncompleted town and a completed one for the activity checks.
