i think you need to implement a timelimit to use all tele commands (mods excluded) like you typ /spawn and you have to wait 5-10 seconds before you are actually teleported and if you get hit or move the tele will be canceled. because people kill someone and then immediatly go to spawn or when people are killed they immediatly use /back and continue to kill people. ok that doesnt work. new suggestion is that whenever you get hit you need to wait 5 secs before you can teleport
Re: teleportation time limits I agree, lots of people do this (including myself lol) However... i have seen this done on other servers and it gets REALLY annoying when you are in hurry or something and not pvping and such. Overall its annoying and not vouched.

If it could be 5-10 seconds limit for every time you use (i.e. user: types /spawn, then again, /spawn "error: please wait a few seconds before using this again") I don't know if that would completely solve any problems, but eh... No wait time for the tp to happen. ...and, you know, people could learn to be considerate and not STALKING people and killing them simply for PLEASURE. All. Of. The. Time. :/ Want to kill a lot? Ask for a PVP tournament.. Or set up PVP with some friends somewhere. Harassing people isn't fun and causes problems. Like all the lag. ._.;;
What about you have to stand still for 3 seconds, odds are on top of typing home or spawn you have to stand still, and if you get hit that counts as moving, I've seen this before not sure if a plugin or not
