    Suggestion:
    An application is added so that users may apply to have a certain area made where no one can set a home in that area, tp to a home while in that area, or tp someone else into that area etc.

    Reason:
    For example, if someone wanted to start renting out mcmmo trainers but didn't want people to be able to get there on there own, this would be needed. Also for Player made PvP arenas. There would be many useful functions for this.

    This is possible using worldguard and the deny-cmd flags. So that's the technomumblebabble.

    It's almost possible.
    People with powertool can bypass any command blocking in a region.

    Of course powertools, didn't even think of that. It would require a plugin to make this possiable, so it's probably not going to happen.

    It would still prevent large majority of users using any commands listed. The old pvp arenas had the issue of powertools, it was just unfix-able, but blocking /spawn etc. still stopped the majority escaping pvp. This would do the same.
