How does that mean it doesn't work... I mean really it's just an extension of what it's meant to do, which is not allow people to take what isn't theirs. Plus you're allowed to hold onto items you don't have /own'ed to you as well as sell them, just keeping in mind that if the owner wants them back they will get them (and if you sell a tool /own'd to a different name you must explicitly tell the buyer in advance). As well, the risk of losing tools is still there, just like the risk of losing money. Now however, the catch is we can find where the tools go.
