+1 for option A. I don't see how this would be adding complexity at all. Its literally just if the owner has been inactive for 30+ days then its fine. A similar rule that is already in place is the eviction rule where a player has to be inactive for at least 7 days before you can legally evict a user... not complicated at all

I like option A, while I haven't had this happen yet, It will be a big problem if I want to "expand" my current towns. -

This is exactly my point. I have an eight-town city myself, all tightly packed. I wouldn't want to limit the ability of an active player to control his/her immediate environment. It's the dead weight of inactive players that needs adjusted.-

Trust me. It sucks. Jmichael214 said that he came up with this idea when he had an issue that was due to this rule. And I've been having this issue for a month or so. Used to be friends with the mayor of a neighbouring town. Placed my town right next to his with his permission. Plotted out the area I'd claim when I went for President. Planned on applying for President soon. Then I took my seven month break and when I came back he was inactive for over a month and the town I had already plotted out was within 15 blocks of his town so I couldn't place the town there.
And that is why I decided to take all the money I had saved up for President (As of Wednesday of last week, over $200k) and lotto it away in a crazy lotto instead. (No, I didn't win any of the crazy lottos.) -
I would personally rather just remove the zoning rules. Sure, mayors will lose 15 blocks of "control", but realistically, a 15 block buffer does more harm than good because really, any issues you'll have with a town on your border, you'll still have with a town 15 blocks away.

If possible, I propose to fast-track and to prioritise this suggestion due to the fact that, unlike most suggestions that are actually viable, this suggestion is both a) a major modification of the rules, and b) is about an issue that currently affects and has affected an innumerable amount of players.

+1 my 5 original towns together are stuck from expanding as a town is around them 201 blocks away on every side.

Exactly. Taking Piville as an example, there is an inactive town that was once placed next to PivilleRome. It is 15 blocks away - yay. Expansion in this direction is blocked, no matter whether the town is fifteen blocks away or zero.
