Suggestion:
Users should be able to use these as in the normal game, right from the beginning. This feels like an artificial way to get money, because this feature is something that is always available from the beginning. I have never played on another server where these were not already enabled.
Reasons:
It feels artificial, and greedy, it just does. I understand that some of the concern may be due to abuse of these two objects. In that case, it should still be able to be disabled in the case of abuse by mods, that is reasonable. However, use of water is invaluable for safe mining, and setting up farming. And in building the use of lava and water are very useful.
Additional:
I know that one of the immediate concerns will be that people have payed for this privilege. This is true and should not be ignored, in this case, those users who have purchased these should be given credit, so that they may receive the benefit of something else. This is fair to both the base users, and will still keep those who have payed for the privilege happy.

Donation features will never be obtainable without donating. This server relies on donations to keep running. They are called donations for a reason.
If you need a water placement, ask for one in /ch tr. Many users already have this feature. It is very useful to help with building and was well worth the $15. -

I do not deny it is useful. I am merely saying that an essential in game feature, which is already a part of the main game should not be turned off just to raise money. The server has plenty of wonderful options to purchase already, they do not need an artificial restriction to do it.

It is set as a donation feature due to the fact that if anyone could do this right off the bat, new players or non donators could get on and just reek havoc about the server with relative ease. I donated for water right as I bought resident, because I realized I was going to be on this server for a while. Only those who are actually going to contribute to the server and are willing to donate should be given these abilities just because people who donate are going to be more inclined to follow the rules, so that they don't just end up wasting their money. I was a builder once, it sucked for me when I couldn't place water where I needed it, but oh well. Like RyanJF1 said, the server needs to make money, and this is a great way to do it. It really doesn't stop you from you doing too much, and if you can't donate then there are ways around not being able to place water or lava yourself.

This is certainly true. SO perhaps it should be automatically added to residents. Or as per my original suggestion, have it available at start, but still able to be restricted by mods, so that it can be controlled as necessary.

I personally think that it should stay as a donation feature. I believe that many people have suggested that a donation feature should not be one and Andrewkm never does that. I understand why Andrewkm wants to keep all donation feature a donation feature.

I understand that people already donated, that is why I suggested that those people receive a credit to spend on something else.

Sorry ECC but im taking the Builders side on this. I have donated for these feature yes so im not concerned but I do wish to ask. Why in the firstplace are these even disabled. Water and Pyro are Main features in Minecraft, Without them Many players Might stop playing this server. As many friends of mine from school left ECC for that reason. Unable to make their own structures for free using a basic material in MC. On the other hand I do aggree. with out us donators ECC would not be here today, But If you look their is over 30 donations to get. all of them Equalling out to be $500 +. So taking away $30's in donations Will not hurt it.
