Suggestion:
Place Warp signs to people's shops at the spawn or market, maybe make a room for them..

Reason:
For people that don't have a spawn shop (or can't afford it) they can have people teleporting to there shop from the warp signs

Maybe mayors+ can make shopping centers (like a mall) with there protected area and they can sell/rent stores
out for people to use, and the buyers can teleport to them using warp signs.

If you don't want to use warp signs maybe use portal
