Suggestion: add the "UserReputation" plugin
Reason: it would allow trades, loans, and other user based transactions go a lot smother, if you see someone with a +90 user rep, then your more likely to trust them, over someone with a -10 rep
Or, when it comes to decide the new moderators, Andrew can go check users reputation, to help decide if a user is good for the job! : D

Who gives the rating? If users can just give rating people can abuse this in many ways. Other's could give a player a bad rating just because they don't like them and someone can hire people to like them to trade and then possibly scam. I may be wrong, correct me if so.

Its completely customizable, it can be made so only. Moderators can do its, or so everyone can, and if this were to be implemented then I'm sure that it will be limited to one per person, so you can only decrease, or increase there rep by one, and if a group of users rep bombed a user, I'm sure they would have enough positive rep points to be fine : P,
