    -1 The only problem is, people who aren't part of the town could set a home there, and get free repairs, jurastically decreasing the worth of erepairs.

    maybe only the owner of the town would have access to the sign and he could do repairs for his/her residents

    I do not like this idea. Repairs is a donation feature, and should be kept that way.
