    Suggestion: Ok, so recently I've had a HUGE problem with Joshual1996, because he made his town beside mine w/o permission. Andrewkm said in a PM to me that he had to move it, but Josh would only move 15 blocks, as that is the closest he can be. My suggestion is that, if a user breaks the zoning laws, which Joshual1996 did, that he must move his town to a totally different location to solve future problems that could arrive

    I think they should have the town removed without a refund and fined the 5k for the improper application.

    As you can see on his app here he never said he wasn't waiting for a response, nor did he say he wasn't. That can be blamed on the fact the question is worded in a weird way "Have you checked our Zoning Laws and are we waiting for a neighbouring mayor response?". I myself think they should be two different questions as him just answering "yes" was vague and left open for interpretation. I think the problem is on how the app ask the question then how he answered it. Though I would agree with him having his town moved 15 blocks from every other town that does not give permission to it, as that is the minimum distance required by server rules.

    Yes it is excessive but it means no one will break this rule.

    Agreed, I think the mayor/s of residing towns should have to write on the app that it is okay or it won't be approved.

    Normally the mayors of the neighboring towns do have the post, which they did not approve of as I know way to well. Though due to how he answered just "yes" it looked like he agreed to the zoning laws, and implied that there were no neighboring towns. That is why I said these should be two separate questions to avoid this from happening again.
