I think the people are right to say shouts are a big money dump. Also it would be annoying to have people be able to shout all the time even with a cool down. I would like it if it's a very long cool down. But I don't see many people buying it if the cool down is too long.

 

That's not the same thing.

We pay real money for things that help us make money faster like fly/speed. this is like that except it saves money instead of spawning it in faster.

Shouts are needed for the economy. They take money out of the economy, which is good. This would become so spammy I can't even begin to tell you how bad it would become.
