    Well how is that punishment to the scammer this is about higher punishment if you haven't noticed people scam so many times again and again what your saying doesn't stop scamming not at all this idea will lessen it greatly.

    But see, that is the "higher punishment." A tarnished reputation is much harder to repair that a fine. Encouraging people to check for ban threads is what the community needs, as then all problems of repeat offenders just goes away; they won't have the opportunity to even commit the crime.

    Those types of people dgaf able their reputations and that is problem. A fine might make them think twice because $'s are all they care about. That's why they scam

    But I care about their reputation, as I will not conduct business with players of ill repute.

    If I haven't made this clear already, I am a strong believer in the fact that each party should be aware of who they are conducting business with. The forums serve as a permanent log of every punishment a user has received, so use it as such; being unaware that you are dealing with a repeat offender is downright silly. Holding every player's hand through business will only serve to keep people vulnerable to every kind of economic wrong-doing; increasing awareness of the usefulness of the resources everybody has access to is the only long-term solution to prevent the crime from even happening.

    And that's why encouraging people to be more active in the forums will help. There's no point trying to deal with the symptoms without curing the disease.

    Lots of people don't want to be on the forums. We can't force them to.

    New people want to play the game for a bit before they mess with the forums.

    In this instance, the disease is the scammers, not ignorance. Treating ignorance would only partially solve the problem. Yes, we'd all know the known scammers. But new scammers would have not deterrents (Again, they don't care about reputation). We need to deter the scammers by adding in some form of monetary punishment.

    Alright, lets assume that a fine is will be implemented. How high should the fine be? Mind now, that the fine is intended to discourage players from being repeat offenders for scamming.

    Starting off, lets assume that the fine will be a duplicate amount of money will be paid to the server as what was stolen. This means that any habitual scammer needs to correctly identify players that can be victimized 50% of the time, and the rest can be deemed a security. This change will serve to weed out the worst of the bunch; leaving the best at profiling many more players to target, who can then turn a profit due to the lack of competition.

    Lets say we want to punish all players, and that gaming the system would not be possible. This would require a ludicrously large fine, from 5 to 10 times the amount that was stolen. Now, think about how much would have to be paid back, and how much these builders/residents can legitimately earn. This just encourages scamming even more, as the options are to either fail or steal again. May as well just give out permanent bans on first offense, as it gets rid of the impression of hope.

    There are so many drawbacks to actually having and managing the fine than what it gives. If a player isn't willing to use the forums, then reporting the crime is not going to happen; and that's that.

    It's a bit cruel to tell people "use the forums or have fun getting scammed" isn't it? While lots of people do use the forums, most builders and residents don't. I'm afraid it's just too much to ask for everyone to use the forums. It also still wouldn't stop new scammers from scamming people because there's no punishment.


    I also said earlier that the fine should start at 1k and just go up.
