Suggestion: Change to scanning rule; fixing anything with donation scamming.

Danekris makes a very interesting point. People can get away with just paying the person their money back. I think it needs to be more severe as, they either need to actually buy the donation, or pay more than given since they had to wait.


Any Other Information: Ive seen people scam, then essentially get away with it. Also, regular scammers need to get more sever punishments but that all depends on the situation.
