Yeah, this has been suggested several times actually.
While at first thought, it makes complete sense to add it, it actually would only hurt it's economy for repairs - as well as pretty much almost completely giving people the feature for free. Someone could just put a sign in their town for free repairs... It's almost as if everyone in the town had the feature, thus, discouraging donations for it.
Keeping it between users makes it hard to find people who give free repairs all the time and requires the user to be online. In the end, keeping it between users for repairs and off the signs is a lot better in my opinion. -
But it requires trust between people to do repairs, whereas a sign does not require any risk.
And it's up to someone to decide if they want to charge, a user now could simply offer free repairs if they wanted and nobody could stop them. -
We can't sit down all day and give everyone free repairs. Not only is that wasting our time to do it all day, but it's extremely tiring and boring, won't last long.
A sign however is just a robot. It can sit there... All day, every day... Even after the user leaves the server or gets banned, it just sits there... It's just making getting repairs from a user pointless. Or any other sign pointless. Free repairs for everyone, no buying the feature required.
A sign may be trustworthy, but it has downsides as well. To be honest, people should make sure they trust whatever user they are making deals with and take screenshots of the deal. Adding something like this has too many downsides to make it worth it in my opinion. -
I can see the downfall of having "free" repairs in a sign. Although it would pickup traffic into towns and make town ownership more beneficial since foot traffic means people might actually shop in your town as well.
If this ever goes anywhere my suggestion would be to put a price floor on the sign. Like you can't setup the sign for anything less than a certain price for a repair or e-repair (base price would need to be discussed based on current economy). If the mayor wants to give money back to his residents who bought go ahead, but this way its not just openly free for anyone to use.

Say [erepair] on a sign takes 250$ per repair. You can probably get it for less if you find someone doing it but the buyer pays more for convenience. -

The issue of having free repair signs popping up is significant. Some arguments to that however could be that a repair sign could require a mayor+ app costing something like $50,000 eco's, while requiring the owner of the town it is in to also have the donation feature to be able to apply. The same could be said for enchanted repairs. I don't think there are many players out there willing to subject themselves to $100 in USD donations on top of another $100,000 in in-game apps to get a convenient way to make some side money in a town they own.
From this point it could be expanded on and speculated on but the truth is it's hard to determine exactly how this would be utilized if enacted.
Some people I'm sure could just as easily set up a free repair sign in their town. Which in reality is completely up to them at that point. If they are so invested in it, and alright with doing it, they should be allowed. I know many players now who receive free repairs as it is and don't think that those players are any less likely to donate for the feature. There is a convenience that is a tremendous luxury to typing /repair all and getting all of your tools rejuvenated.
My Suggestion on the Topic In Summary:
In-Game Applications for Heal Signs $50,000 Normal/ $50,000 Enchanted
(Must possess physical donation feature relative to sign Normal/Enchanted)
Sign must first be applied for normal repairs. Only normal repair signs may be upgraded to Enchanted Repairs.
Application may only be made by owner of town it is within. Additional circumstances applied to Spawn Shops.
