Possible WIKI Builder Tutorial Edit
This is what it says currently:
And finally, the Moderator ranks which can only be applied for by a special application that is open to Mayors+ only Don't ask.

Reason:
Should be changed to reflect that builders are now able to be moderator with certain restrictions.

Any Other Information:
Not a big deal, but in the interest of being correct, it needs changed.
