Suggestion:pikachu Plugin

Reason:I think that the nether is under used and something that you might want to add for it it the ability for players to shock another player with LIGHTNING as maybe a terminator bonus?

Any Other Information: I did develop this plugin so if any changes needed to be made just ask and i can change them
I changed the code around so now you need the correct permissions per command and it has a command to hit where you are looking
