    Suggestion:
    Add a town feature that allows people to pay for a staff member to use worldedit to replace one layer with dirt or material of their choice(within limits).
    Reason:
    This would solve the whole land issue. People would be more willing to place towns over water areas. No one likes to place blocks over water.

    You could also add different materials such as stone, dirt, or grass. Each one costing a different amount. Of course there would be other restrictions but this is just a mockup of what it could be.
