Suggestion: Change the rules for the player market so that players are required to have a shop design and be active-ish within the market.
In short, disallow this:
Reason: It looks stupid having multiple shops in the market with just 1-4 signs. Force all players who buy spawnshops to actually attempt to do something with their shops. Require them to design something and actually be active-ish within the market. The current rule for spawn shops is: "This area can have anything you like within it. Get creative and make an awesome store. It must however be a store. A minimum of 8-10 trade signs must be in your store area. Not following this rule risks getting evicted. This is not your personal private plot; this is your commercial store plot." To my knowledge this has never been enforced, and it needs to start being enforced. Look at Station46, Station14, Station32, Station37, Station72, and Station36 for example. All of these shops are illegal (according to our current shop rules) and nothing is being done about it. Nor has anything ever been done about it iirc. My first suggestion is that we should start enforcing this rule. When a player applies for a shop have the admin who handled the application say something along the lines of "Added. You have 7 days from this post to construct your shop and start running it." This will prevent confusion due to the player being given a set date to have their shop up and running. Furthermore, give players with empty shops a 7 day warning of removal via /mail and forum PM. After the 7 days is up wipe their shop entirely and free it up for another player to use.
Secondly, I believe that the wiki rule regarding spawnshop activity should be changed to: "Your shop can have anything you like within it. Get creative and make an awesome business. It must however be a store with an obvious shop-like design. A minimum of 8 trade signs must be in your store area at all times. Not following this rule risks getting evicted. This is not your personal private plot; this is your commercial store plot."
Station68 is borderline. This shop is a perfect example of the minimum that shops should be. The owner of the shop made a design, his activity is questionable, and he has very low stock in just 9 trade signs. This should be the absolute minimum allowed in the market.

If these shops are simply 5k per week then this should be enforced. However looking through the for sale section it seems that many auctions have occurred where people pay a lot of money for a shop. Is it fair to take it away from them if they go inactive?

The only reason I see this being a problem is when the market is full and these "shops" are taking away potential opportunities for players to make real shops. As it stands, or as it was the last time I checked, there seem to be a number of vacant plots still left, so they're not taking anything away just yet.
Other than that this seems like a solid point.

I buy and flip shops. I like to keep them empty as I don't actually use them. (/warp station14 for sale. 40k :p)

Cons
- Shop prices are raised as flippers create extra demand for stalls and shrink the supply of them when they purchase them. This makes it harder for people who will actually use and maintain their shops to get them.
- This creates an inactive market as you'll find lots of empty stalls owned by people. This, again, makes it harder for those who will actually use/maintain shops to get them, not to mention the fact that it makes it harder for users to find shops that sell the goods they want and reduces competition.
Pros
- Rich users will make less money... Oh wait... they're rich and already have enough resources to make money in plenty of other ways.-

You even said yourself that you like to buy the "more useful" stalls. The value of a stall is ultimately tied to location, so we can therefore assume that you're talking about stalls in attractive locations. And that proves my point that stall flipping takes up stalls that could otherwise be used by people who are actually interested in running/maintaining a shop.
No one wants to sell goods in an area where you'd literally get no customers. Basing your argument off of an overabundance of stalls in unattractive locations is just silly.-
