Could a medal be added for what your winning is a percentage of compared to the worth of your tickets (before tax)? Such as a 10000 win with one ticket. That's 1000% of your input. Now, we could make medals for say 10000% (ticket worth times 100), 50000% (ticket worth times 500) and 100000% (ticket worth times 1000); it's late now and I don't feel like making plausible amounts for medals nor do I know if my math is correct.
